City Says Ads on Comal ISD School Buses Are Not Mobile Billboards
(New Braunfels, TX) -- The City of New Braunfels has given the green light for the Comal ISD to have advertising on the sides of their school buses, after the city’s interim City Attorney looked over the issue and decided that those ads don’t violate the city’s ordinance on mobile billboards. Basically, the ordinance has two parts: An ad must be considered “off premise” which the school bus ads are…but they must also NOT be parked within eyesight of a public road. So since the buses are parked at night behind a fence, and behind a district administration building, they do not meet the standard set for mobile billboards. Additionally, in order to comply with the letter of the law, buses parked unattended at football games or band competitions will need to park with the ads facing away from any public street.
Mobile billboards became a hot-button issue towards the end of last year after members of City Council noticed a new business in town that put rotating billboards on the back and sides of a large truck, selling advertising space to local businesses. Those trucks made quite an impression, especially at last year’s Comal County Fair Parade, which sparked interest on Council about discussing a ban on those kinds of trucks in order to control aesthetics in the city, through its much-debated sign ordinance.

The ordinance regulating the parking of those mobile billboard trucks goes into full effect the day after Labor Day in 2012. As for the Comal ISD, all funds generated by the sale of ad space on school buses will go toward the purchase of new buses for the district.
